PASIGHAT, Dec 13: MLA Tako Dabii today inaugurated a 100 bedded Girls Hostel at Telam HS School, constructed by the WRD under SPA.
Soon after inauguration, the MLA Dabii, who represents the constituency attended a public meeting at the Bakin Pertin Memorial Auditorium and interacted with the locals to take stock of the latest developments of Telam.

NYWA demands
ITANAGAR, Dec 13: Nyishi Youth Welfare Association (NYWA) has demanded Itanagar Market Welfare Association (IMWA) and All Nyishi Youth Association (ANYA) president Bamang Taji’s resignation over his alleged misuse of power and position.

Delay in erection of mobile tower irks union
ITANAGAR, Dec 13: Angry over inordinate delay in erecting and activating the mobile tower at Domdila near Chamyang Tajo, the All Pipu Chayang Tajo Gawe Purang Sawa Students’ Union (APCGSSU) has threatened to go for all democratic means to get their demand fulfilled.
Though the tower is completed in paper, the harsh reality is that the construction work of the tower remained uncompleted for the last five years, the union claimed.
It cautioned the Telecom Department, Seppa as well as contractor responsible for erection of the tower to finish the work within two months or else face the ire of aggrieved people.

Itanagar, Dec 12: The state unit of Bharatiya Janata Party (BJP) has condemned the attack on political convention of the party at Moijing area of Thoubal district, Manipur allegedly by Congress supporters on December 11 last.
“Such undemocratic act carried out by Congress supporters at the behest of Chief Minister Okram Ibobi deserves condemnation,” the party said.
The BJP described the incident as desperate acts on the part of Congress Government to frighten the public of that area dominated by the minority populations who have extended their support to a woman candidate of BJP contesting against Chief Minister Ibobi Singh for the Thoubal assembly constituency.
AAPMTWU meeting held
ITANAGAR, Dec 13: All Arunachal Pradesh Motor Transport Workers Union (AAPMTWU) conducted its general meeting at Bhalukpong, West Kameng district recently.

Committee reiterates demand for removal of project head
ITANAGAR, Dec 13: The member of Subansiri Middle Power Project Local Implementation Committee held a meeting with Mohan Raj, vice president, Jindal Power Ltd yesterday at Itanagar to discuss various burning problems, including the removal of BS Radha Krishnan, Head of Project of Subansiri Middle HEP. However, the meeting ended with without any outcome and the dissatisfied Local Implementation Committee has unanimously resolved to continue their fight. Further sticking to their demand for removal of the HOP, the committee extended their ultimatum to another seven days.
“The committee will not entertain any project activities including survey and investigation works in the project site from December 19 if its demands were not met by Jindal Corporate office in another seven days, the committee warned. Further, it was made clear that the project affected people are not opposing the up coming hydel project. But they are opposing the dictatorial attitude and the working style of the present HOP, the release added.

ITANAGAR, Dec 13: Arunachal Pradesh State Commission for Women, Itanagar condemned the alleged murder of Yasok Kaji at Itanagar recently and has sought action. IEC Campaign Launched
Doimukh, Dec 13: Planning & Development Parliamentary Secretary Nabam Rebia today called upon Panchayat leaders and Gaon Buras (GB) to take on the mantle of awareness generation as they form the core of any change in our villages.
“The PRI representatives and GBs are the most effective medium to motivate people, especially when we talk of behavioral change and the use of household latrines. These are the people who will finally decide the success of this campaign.”
Speaking on the occasion of launching IEC drive under the PHE & WS department’s Total Sanitation Campaign for Doimukh and Kimin, Rebia said that while the level of awareness in people today is quite high, there is still a very crucial need to emphasize on personal and community hygiene. Simple things like washing hands after using toilets, keeping houses clean and not constructing toilets on riversides make a great difference to good health, he said. “When we speak of putting a stop to open defecation, there must be an equal effort on sensitizing people not to pollute our water sources by such open toilet constructions which feed the waste into the rivers.”

He further stressed that along with the launch of such an awareness campaign, it is vital that the NGOs and other institutions that have been entrusted with the responsibility should ensure that the work of creating awareness is completed according to schedule. Monitoring must be strong and execution should be of prime importance, he highlighted while conveying that he himself would be supervising progress. “The funds that we receive from the central government for projects and schemes must be utilized properly and misappropriation must be curtailed; only then can we hope for these efforts to bear fruit.”
Delivering the keynote address Director, CCDU AN Singh gave a detailed description of the Total Sanitation Campaign and shared that over 80% of the diseases in our rural areas are related to drinking water, sanitation and hygiene practices. He explained that with the change in thrust from a supply driven scheme for sanitation, to a demand driven mode, awareness and IEC becomes crucial. “While statistical achievements have been showing good results, we must understand that the TSC is of a dynamic nature. With changes in costs of construction as well as people’s perceptions, projects need to be revised. For Arunachal, the insistence on a BPL/APL criterion much reduces the pace of the project”. Open defecation, which has today become an issue globally, must be wiped out for better health, even if we have to take stern measures like legislations and community driven censure, he stressed.

JT Badal said that the launch of the campaign in the circle would pave the way for an intensive awareness drive that has before it the challenge of changing habits. He appealed to all the community leaders and elders to become partners in this. Dr. Tadar Tarh, MO Doimukh CHC and Nangbia Amar Dui of the NN Charitable Society in their address highlighted the characteristics of water borne diseases and need for creating sanitary barriers through hygiene. They both called for people’s fullest participation in these drives.
The event also witnessed the performance of the puppet show Sangu Lamta, which features Erik Sakiang, the campaign’s mascot. In addition, awards for an essay writing competition held on the Swachta Diwas at schools in Doimukh, Toru, Sagalee, Leporiang and Chimpu were also given away by Rebia. VKV, Chimpu’s Summana Kakoty got the first prize while Kago Kobin of the same school won the third prize and second prize was won by Jai Kiran of Higher Secondary School, Toru.
Avail food processing unit subsidy, form cooperative societies, SHGs: Governor
ITANAGAR, Dec 13: Arunachal Pradesh Governor General (Retd.) J.J. Singh has called upon the members of agrarian community of the state to form Self Help Groups (SHG) and cooperative societies to set up food processing units.
The Governor, who is aware of the huge horticultural produces, like apples, kiwis, oranges and pineapples in the different parts of the state and also the bottlenecks in transporting these perishable produces to the markets, suggested small factories for producing juice and jam near the farming areas. He also asked them to avail the huge subsidy given by the State Government in starting food processing units.
Interacting with one of the progressive farmers of Dirang in West Kameng district S Bodumba at Raj Bhavan yesterday, the Governor advised him to involve more people in the venture so that every individual of the village or area is benefited. The Governor expressed happiness over bumper harvest of apples and kiwis in Dirang area this season and said that it is the result of the hard work and dedication put in by the farmers.
Advising for more gains from the horticultural farms, the Governor suggested for taking up bee keeping in the fields, which he felt, will be of twin benefit. The endeavour will help not only help in fruiting but also provide pure Himalayan honey, the Governor said..
Bodumba, who has apple and kiwi orchards at Namthung village, near Dirang thanked the Governor for his advices and assured him that he will adhere by it. He also expressed his gratitude to the Governor for his effort in popularizing horticultural produces of the State in other parts of the country.
Bodumba informed that there are around 200 farmers taking up apple and kiwi cultivation in Dirang circle, including former minister Tsering Gyurme.
Army on a cleanliness drive at Mechukha
ITANAGAR, Dec 13: Army carried out cleanliness drive to generate awareness and to instill the importance of cleanliness among the locals of Mechukha on December 8 last.
The extensive cleanliness drive was carried by both the locals of Mechukha and the Army. The civil administration played an important role in ensuring wide publicity and maximum participation from the inhabitants of Mechukha. Students from all the local schools showed great enthusiasm during the programme. The dumped garbage and debris were cleaned and disposed off in an organize manner through vehicles provided by Army. The Army also delivered a lecture for the school children on the benefits of cleanliness, personal hygiene and sanitation.

13th Gori Open Tournament begins
ITANAGAR, Dec 13: The 13th Gori Open Tournament, one of the oldest tournaments of the West Siang, was inaugurated by Parliamentary Secretary, Home, Geology and Mines Gadam Ete.
Altogether 36 football teams and 24 volleyball teams from all over the district are taking part in the event.
Speaking on the occasion, Ete stressed on work culture among the youths besides taking part in games and sports activities. He mentioned the names of Yukar Sibi, Gumpe Rime, Laa Talar, who made Arunachal proud with their remarkable achievements in their chosen fields.
Tadar Apa expressed satisfaction over enthusiasm shown by the people, especially youth towards games and sports activities.

APPSC’s unusual yardstick as it search talents

ITANAGAR, Dec 13: Call it human error or carelessness, Arunachal Pradesh Public Service Commission seems to have majorly messed up written examination of A.E (Civil) which was conducted in early June this year.
If answer sheets of some of the candidates which are available with this daily are any proof, the caliber, rather carelessness of evaluators, duly appointed by the Commission, are questionable. There are several instances where some of the candidates were awarded marks, while others did not even though they have given the same response.
In another instance, evaluators left out 30 marks of a candidate as they did not check the whole paper!
According to a source, the papers were given to not one but two evaluators to rule out mistakes.
The whopping 509 candidates had sat for the examination of which 49 were selected for viva voce. The Commission has since postponed the interview scheduled for Dec 14.
If APPSC can commit such blunders in objective papers, one can imagine what happens in subjective papers, said one student.
Another candidate stated that he was awarded zero out of ten in passage writing in English paper. “Though I don’t claim my English is good but the incident gives scope for doubt”, he says.
Some of the candidates who did not make it to Viva Voce filled applications under the ambit of RTI Act through which the variance in award of marks were detected.
The candidates have called on all those who appeared in the examination to take recourse in RTI Act to get the full details.
When contacted, the APPSC said that it would soon look into the details and necessary correction would be made. This is not the first time that the Commission with a motto to search talent is in news for wrong judgments and discrepancies. Though it had earned some good reputation for the conduct of its last Combined examination for Civil Services, it remains to be seen what course of action it takes in addressing this particular case.
ITANAGAR, Dec 13: All Arunachal Pradesh Students’ Union (AAPSU) expressed concern over indifferent attitude of Food Corporation of India (FCI) which has pushed many a common people of the state to near starvation.
AAPSU said that non supply of rice to various Fair Price Shops (FPS) from the FCI end since last one month was the root cause of the problem.
The union called upon the Congress Government at the Centre and the state to fix the problem at the earliest for the sake of the poor public, who are mostly dependent on PDS rice. The union opined that the much publicized streamlining of PDS delivery system by successive Congress leaders of the state remained in paper only and the poor people had to face the brunt of the fiasco.
AAPSU appealed to the state government and the elected representatives not to extend the service period of various government servants after they reached their retirement /superannuation age. It is observed that few leaders try to lobby for the extension of services of those employees, who have already attained the age of retirement.

Some senior citizens here have alleged that the villages of the area are still deprived of basic amenities like proper surface communication, telecommunications, drinking water, irrigation to crop fields, education and other facilities. Some senior citizens of Ngorlung, Mikong and Mirem areas have blamed their elected leaders for showing utter negligence towards developmental activities. They alleged that their leaders are not concerned with the perennial problems faced by the villagers for the last several years.
“Our villagers have been helplessly watching unabated corruption, exploitation and massive misappropriation of development funds by officers and elected leaders. None of the leaders like MP, MLA or the PRI leaders is seen paying attention towards the hardship faced by the common villagers. Indifferent role of the elected representatives and step motherly attitude of the successive governments have made the lives of our villagers miserable,” rued Nyong Panyang, a an octogenarian of Ngorlung village under Ruksin circle.

The villages in hilly terrains have enormous scope for agriculture and allied sectors like horticulture, apiculture (honey rearing), pisciculture and animal farming, but due to lack of proper facilities and modern technologies, the farmers have to depend on natural factors . The people of interior villages are not yet introduced with horticulture technology mission, bamboo mission and other allied activities.
Establishment of agriculture and horticulture sub division office at Ruksin is a long pending demand of the rural people. But the same has not been established till date.
“We have been demanding to set up agriculture and horticulture sub division at Ruksin besides other sub divisional offices but our demands have fallen on deaf ears thanks to the irresponsibility of our elected leaders,” exclaimed senior citizen Akeng Taying, a retired CID official living in Ralung village.
The denizens are dissatisfied with the ill equipped medical sub centres at Mikong and Debing village, dilapidated MMJ road and also raising fingers on the alleged massive financial embezzlement in the construction work of Industrial Growth Centre at Niglok.
In education front also, the area is lagging far behind the other areas of the district and the rural people are yet to get the light of education. There are three senior secondary schools at Bilat, Ruksin and Silley and few middle schools, but all are ill equipped and without having proper infrastructure and other required facilities to impart quality education.
It is worth mentioning here that Ruksin area has a strategic importance as there is an inner line entry point to enter the Siang belt and Dibang valley of East Arunachal. Thus, it is considered as a gateway of the five upper Arunachal districts with several tourist destinations.

The bodies of Chow Pipli Chautang and Azenkso Manyu were found near Nao Dihing River on December 9 last. Both the boarders went missing on December 5 last. Meanwhile, the enraged people of the area have demanded a judicial probe into the incident. They also demanded the authority to bring the culprits to book immediately and restore administration in JNV, Lohit DCC president Chau Zingnu Namchoom informed in a release.
The police has already launched investigation after registering a case. Lohit deputy commissioner RK Sharma has ordered a magisterial probe into the mishap. The DC also asked to submit the report within a month.

I was very much worried on 12th December, when I saw few persons breaking locks of some shops in market opposite to R.K Mission hospital in front of police. They were holding hammers and iron rods freely without any hesitation in front of public and police officials. Only god knows which way this city is moving.

Every article of Taba Ajum has caught our attention. This time it was his article 'fraudster on the prowl'. It was sad to read that our people are being fooled. As it was mentioned in the article, the first step of operation is giving advertisements in local dailies. If this is then, our people must not be fooled for second time. Yes, the dailies must have been paid for the job because it’s what they are for but the whole operation can be stopped if these dailies give advertisement after a thorough check.

But as per the norms and previous advertisement, there should have been 60% out of the total vacancies i.e 12 out of 20 posts for Electrical Engineering degree holders, 30% i.e 6 posts for Mechanical Engineering degree holders which is alright and 10% i.e 2 out of 20 posts for Electronics and Telecommunication/Computer Engineering degree holders.
I believe 1 extra post is being wrongly allotted for Electrical Engineering degree holders. I mean no malice towards anyone but it is seriously depriving many potential aspirants of Electronics and Telecommunication/Computer Engineering from the rarest chance to serve our state.
My humble request to the concerned Authority to kindly review the advertisement and follow the norms by keeping 10% i.e 2 posts out of 20 for Electronics and Telecommunication/Computer Engineering degree holders.

Let the Convention Centre come up
Dear Editor,
Few days back there was a report in your daily about the objection raised by the Arunachal Law Student Union(ALSU)and All Arunachal Pradesh Youth Organisation (AAPYO) regarding the construction of Convention Hall by Urban Development Department.
Their main objection against the project was based on the reason that the construction of Convention Hall will reduce the size of the Park and large number of trees will be cut, which will cause environmental damage. They have also given five day ultimatum to stop the work else they will stage a dharna in front of Chief Minister Office.
By reading the ultimatum I was really curious about the project and I went to the Chief Engineer (Urban Development) office and met him to know what the project was all about.
The Chief Engineer explained to me in detail about the project. He revealed that project will not involve even cutting of single tree rather more trees will be planted as per the landscape plan of the project. Moreover, the project site is in far eastern corner of the park which was under rampant private encroachment before it was ultimately allotted to the department for the said project.
The project once completed will serve as recreation centre with facilities like 1000
persons capacity Conventional Hall with state-
My interaction with the Chief Engineer has really enlightened me about the project and cleared all my apprehensions. I still have the document of the project that I had collected from the office. I fail to understand why some of our youths are opposing such a beautiful project without going into the detail. I feel rather they should appreciate the state government and Urban Development Department for conceiving such a project which will boost and beautify the state capital.
Today our state capital does not have facility to hold national and international conferences, which is shameful. But it seems this project will give us such facility.
Now, I ask my friends, who are opposing the project, that if you really care about environment why don't you stage a dharna to protest against the power projects which will unleash unimaginable damage to environment of the state. Why don't you protest against the private party encroaching the park? Why don't you volunteer against the people who are using the park as drug heaven and crime centre? Please don't oppose the said project for your vested interest to blackmail government and department. We are fed up of this tactic of ABC organisations like yours. We, the citizens, want development like this one which will lead our state to the path of further development.

Arunachal Pradesh needs immediate Police Reforms
Dear Editor,
Arunachal Pradesh is continuously witnessing a series of crimes day after day. May it be the looting of ATM in broad day light, attacks on press, series of kidnapping, rape, burning of State transport bus, murder, the most recent being the murder of a young lady at Chimpu area. Sometimes we surely wonder why so much of crimes in peace loving state? Why crimes are growing so fast in the state? Well, the reason behind these crimes may be many but one reason that we can surely see is lacuna or inability on the part of administration of state police. Different platoons/ units of paramilitary forces or police like CRPF, ITBP, IRBn or APP are stationed in Itanagar. Despite that, crimes are taking places within the capital continuously. So, reforms need to be brought to the Police administration. Precisely, I mean, Arunachal Pradesh need immediate Police Reforms.

Challenges ahead
A rapidly growing population, climate change and degradation of land and water resources are likely to make the world more vulnerable to food insecurity and challenge the task of feeding its people by 2050.

farmers will have to produce 70% more food by 2050 to meet the needs of the world's

In its finding it further states that the quarter of all farmland is highly degraded and warning the trend must be reversed if the world's growing population is to be fed. But most available farmland is already being farmed, and in ways that decrease its productivity through practices that lead to soil erosion and waste of water. This means that to meet the world's future food needs, a major sustainable intensification of agricultural productivity on existing farmland will be necessary, the FAO said in its report.

to a decrease in productivity of the world's farmland following the boom years of
the "green revolution", when crop yields soared thanks to new technologies, pesticides

It found that 25% of the world's farmland was now "highly degraded" with soil erosion, water degradation and biodiversity loss. Another 8% was moderately degraded, while 36% was stable or slightly degraded and 10% was ranked as "improving" while the report found that water around the world was becoming ever scarcer and salinated, while groundwater was becoming more polluted by agricultural runoff and other toxins.
The statistics are very challenging and global efforts need to be put in to ensure that devastating impacts of climate change is controlled. There would be huge financial implications as well to carry out corrective measures but it should not be a deterrent.
